PE's for most tech stocks, including Intel, were at their highest in history in March of 2000. Buying then might not be profitable for a long, long time.

I'd agree with the general theory that you hold to, but would amend it to say, "If you think tech will recover, then buying when they're losing money is more profitable than when P/E ratios are at their lowest."

Note that the last time Intel lost money was 1986. That would also have been an excellent time to buy Intel.
