I can answer that...

The upgrade to Windows XP does preserve user settings, favourites, cookies, my documents, etc, as long as the OS is installed in the same directory as the old OS. (really the difference between doing an upgrade vs a side-by-side install)

Along those lines, another really cool feature that I have used a few times already is the Files and Settings transfer wizard. This tool is designed to make it very easy to move to a new machine and preserve your settings. You run the tool, tell it that you are running from the 'old' computer, give it a location to place the files(cd burner, tape, network), and them run the tool again on the 'new' computer and point it to the data set created from the old machine. Desktop settings, documents, associations, cookies, favorites, etc etc, are all brought across to the new machine.
