I believe the thinking behind the Senate vote was both reasons you gave. We need to move quickly, and we've already seen what happens when we award airport security to the lowest bidder, who in turn hires people at $6 an hour, including some with criminal records. If we're going to set up this airport screening system properly, with REAL oversight, then we need to run it as we run the Postal Service or Secret Service.
