1. It was an emotional reaction. They wanted to do something to ensure public confidence in our airlines. And the left wing mainstream media is playing this up as the second coming to airline safety or something.

2. They wanted to keep the momentum of working together as a team going while we're at war. And wanted to avoid a loss of togetherness by getting into an ideological argument over federal vs private workers. Additionally, they knew the ideological driven members like Kennedy, Dashle and Gephard would go ape-shit if they offered to nix the amendment. So, being patriots, the Republicans took the high-road and put our nations togetherness above ideology.
