training new employees to take their place when they begin to hire again

I believe that labor market is still very tight and the only way companies who actually need to replace recently laid off workers is to hire them back as consultants. You avoid those cost issues you bring up.
If these laid off workers are in their 50's they are not going to find better oppurtunities in this job market to a large degree and certainly would consider it before starting over again with another company.
