I would say Goodlatte's bill could pass because this is what the internet gaming industry has been asking for. If it's combined with the Leach bill then I'm not so sure since the banks/credit card companies don't want it. But even the Leach bill exempts internet gaming which may be in the future be legalized by the states. Gaming appears to have lots of friends in both political parties because we have clearly won the legislative battle.
