He is not capable of shame. He is a scion of old Prescott Bush, who, if the legend is correct, made part of his millions as owner of a bank that accepted Nazi gold deposits. Such families don't teach shame. As the family has ventured into other shameless arenas such as Big Oil and the CIA (the guys who brought you Saddam, Manuel, and Osama), shame has had little place in their lives.

Youre right. He, and they, went far beyond with their settlement proposal, then any court ordered penalty would have manifested.
