So far, only the long interconnects have very large RC delay and you need repeaters on them . However, the good news (so far) is that most of the long routes are likely to exist in the routing channels and you can use these space in the channel to place the repeaters without impact on the die size. The (small number of) signals that stay in the blocks will get impacted in area, due to a larger driver/repeater.

However this problem will get worse in terms of area and power, when we go to smaller processes, when more smaller routes will require a large driver or a repeaters.
