I believe Pat was referring to insiders, wealthy individuals who want to make it on the social scene, and they will follow either party if it will improve their access to Washington VIPs. I agree that they would be courteous. Otherwise, they would never make it up the social ladder. Also, Pat may have been referring to politicians who want also to impress others who have greater social and political clout. I don't like to speak for Pat so if I am wrong maybe she will explain what she means.
