Dealing with Arafat until the full benefits of peace are realized is just such reality. Fundamentalism and terror only appeal to those who have been disenfranchised- by providing opportunity and dignity- the voices of terror will be silenced. Arafat's corruption and lack of leadership will insure his demise post peace.

You are also correct, which is why Arafat cannot afford to take the minimum necessary steps for a peace or even a ceasefire. To take control in the PA territories, curb Hamas (as every Western government is demanding he do), and lead his people in a more pragmatic direction would also insure his demise.

And Israel cannot afford to validate the intifada strategy by withdrawing in the face of terror. Other players besides Arafat are watching the game. So the situation is a stalemate.
