I forget who it was or exactly what the charge details were. The rule is that if the White House wants info from the FBI files on someone. The file is delivered to them by an agent. The person has to ask for certain information. They aren't allowed to look at the entire file. The agent then gives them that certain information. Then the agent is to wait outside their door until the person is finished with it. Then the FBI agent is to take that info back and return the entire file to the FBI. Now Gore had as many as a dozen complete FBI files sitting on his desk for days without an FBI agent to be seen anywhere. The point being that one of Nixon's men went to prison for doing a small fraction of the same "crime" that Gore was swimming in. I don't know how he got away with it? The Clinton Administration was playing much dirty pool. This information was straight from Congress. BirdDog
