Saying "It is God's will" is very common in other religions/cultures. I know hindus and Sikhs who use that expression. Another variation is "whatever happens, happens for good". I don't know whether their are equivalents in christianity.

I don't think it explains suicide bombers. The true nature of our dichotomy is that even if one believes in determinism, one has to exercise one's will on a daily basis.
