I'm advocating intelligent response, not passivity or "fighting with one hand tied behind our back". I am under no illusion that states who do not clearly cooperate in this fight will be taken down one by one and with a systematic thoroughness that will give the "undecideds" pause. Nor do I pretend that there won't be unavoidable civilian casualties. But this isn't an easy conflict where the "bad guys" are all conveniently wearing black hats, which is why intelligence, patience, and resolution are our best tools.
