Well if they were using a cell phone or beeper as
a trigger and had an agent watching the ship as
it went under then they could try it, I'm not sure
it would take down something like the GG bridge,
but it would likely sink the ship.
My concern has shifted more to them packing
radio active material shielded with lead around
a McVay type bomb and causing a lot of fall out,
or at least enough to shut down the harbor and
cause panic for a good while.
