That's a very broad statement and leaves a lot of room for discussion. Basically, I would disagree, but it depends on your definition of socialist. The basic economic system in England is definitely capitalist. U.K. was never as socialist as the Eastern Block countries, China or Cuba. However, there is more union influence there and they do have the national health system. So, I would agree that UK is generally a little more to the left than the USA is, but there are more similarities to the US system than differences, IMHO.
BTW, I have lived about an equal amount of years in the US and UK. Also, the article was in the Guardian, which is the paper of the intellectual left. Try reading the Times or the Observer for a more right wing opinion and analysis.
