I'm sure we have the technology, in fact we are trying
to over depend on it. It's the $ that's holding it
up , cost of inspectors, and of course it will
inconvenience the shippers. Not to mention the huge
dent it would make in the drug trade.
Like you I expect we will wait on something or things
to blow up first.

This may have been responded to already,
but long-distance trucks have cellphone GPS-based tracking systems, which could be slapped on containers, I'm guessing for a couple grand each, max. Compared to the cost of the container that's not much. It's the ramp-up for millions of containers that would be the challenge

You could add sensors to determine tampering, even sound and video monitoring of certain cargo, like hazardous materials etc.

We need leadership in the Homeland Defense area to get production organized. Nobody's home yet.
