Even a flat tax can have a graduated system. But remember that under Forbes plan the poor and middle class pay nothing in taxes. That's what the Dems always state they want. But I don't really believe they do.believe they do.

The Dems constituency are people who are victims or view themselves as victims. Dems have a vested interest in keeping them that way. Feudalism is alive and well.
