wanna, The part will fail to clock long before it causes local plastics to burn. You need a high temp to make that stuff ignite, on the order of 700 degrees or so. At that point the parts will not clock.
As for it being a short on the power supply, the PS will halt as well, so that is why I feel that was faked. It has not been reported anywhere else, save on a pro-Intel site.
