The CMP does pay such a dividend, but I believe is mandatorily convertible into CMS at a price above the current price of CMS. Therefore, you have to take this negative convertiblity into account which lowers the effective yield based on this conclusion. AS for utility sector plays, it is astonishing how weak these funds and stocks have performed given their high yield and the powerful movement we've had in bonds.
