I think that since, realistically, the Middle East isn't a particularly safe place for Jews that they should be allowed to emigrate to the West. I don't think it would be fair to remove support from them and at the same time not allow them to exit from an untenable situation. Not knowing particularly much about it I assume that Jews who are still there now are Zionists but I assume that most of them are not eager to kill like Sharon is so they should be given a place of refuge elsewhere . In any case I regard the State of Israel as illegitimate.
As for your one step at a time I'm all in favor. That sound's practical. I can even imagine a 200 year process in which the Arabs recover all of Palestine in peaceful stages. At the end of that time it may not make any difference to them because it may be a different world.
