Methink you can change the rule for the next vote.
You can not change the rule on confidentiality in the middle of the voting period.

Some people suggested shorter suspension, I counted those as "no".

I don't want to complicate this, but if the vote for permanent suspension does not have enough "yes" votes, you can use the results for short term suspension, using the "yes" votes for short term suspension as "yes".

But unless a third choice (non-permanent suspension) is officially added, I will leave my vote as is.
