Yes Sir, wrong on both counts.

First, I did not change the voting, it stands as it was initially announced.

Also, couple of days ago, someone PM'ed me and asked if he/she could change his/her vote and I allowed it. Since I allowed that person, I gave the option to everyone. It had nothing to do with the fact that results will be public. I again mentioned that option to you since for some reason you were not happy with the result being public.

The voting request to be made by PM is to limit the traffic on the thread, of which there is already too much.
