Depends on your definition of "just" I guess. ASML started delivery of their TwinScan system in July, I dunno when AMD received theirs, but it been some months.

As far as the potential for outsourcing goes, well, AMD tends to use cell-based design methodologies. Why not a snap, it is easier to port a design if the tools are compatible. Now AMD has made some noises about contracting out so I suspect they would have taken that into account. As far as IBM's interest in doing the work, I would guess since they do contract work, a paying client would be of interest. Maybe you have some reason why they wouldn't be?
