Hi Roebear,

The anomaly occurred 3 months after Greenspam's "Irrational Exuberance" speech and may have been part of that message. The market reacted to the rate increase by dropping the DOW 10%. Maybe those who were really in charge didn't like that and ordered a moritorium on rate hikes. Then in the fall of '98 rates were cut to "save the world".

Anybody have another take on it?
