If by "integrity" you mean having a position and being able to state it and avoid prevaricating about what you said and when, then you have a point about Bush having some.

But if integrity means forging ahead "damn the torpedoes" fashion like he's in a John Wayne movie, then I'm afraid Bush is a politician like all the rest. He hedges when he has to and can't shake the impression that if he's very far from his handlers he will flounder.

And if integrity means he'll take the rap for every sleazy back-room maneuver, flip-flop, quasi-legal act, incompetence, broken promise, conflict of interest, failure or overreach of policy that has already occurred or happens in the next few years then I think he's gonna need some.
