It doesn't. But it is clearly a marketing moniker, just like Netburst. Intel never admitted that P4 MHz are open to interpretation.

BTW, I think that "QuantiSpeed Architecture" is lame marketing. They should push "AMD eXtreme Performance" instead. Just like Intel is pushing Intel Inside.

By getting it into more robust systems with better video cards, hard drives, etc.
