Would you feel better if Intel published all three clock speeds that the Pentium 4 runs at? I really doubt that's going to help AMD's case.

There may be even more than 3. If it became too difficult to label P4 with all the clock domains, I think AMD would lend a helping hand to Intel and let Intel use the QuantiSpeed rating. <g>
