Arafat is getting on everyone's nerves

Miguel Moratinos, the European Union's envoy to the Middle East, has a reputation for eternal optimism among Israelis and Palestinians, but lately he has been looking more like another laid-off worker in Dimona. German Foreign Minister Joschka Fischer resembled one of the mourners at Rabbi Schach's funeral when he was here late last month.

American Ambassador Daniel Kurtzer and the U.S. Consul General in Jerusalem, Ronald Schlicher, are showing signs that they are getting tired of playing catch with Arafat. Egyptian President Hosni Mubarak and his advisor Osama el Baz say to their remaining friends in Israel that Arafat is playing with fire that could ignite the entire region.

David Satterfield, deputy assistant secretary of state for Near East affairs, expressed loudly and clearly this weekend the mood that has struck all who approach Arafat. The American diplomat, who also tried persuading the chairman to wean himself from winking whenever he talks about a cease-fire, told a pro-Palestinian forum in Washington: "Nice instructions were sent, but not much in terms of the substance of confronting those elements whose interests are not in advancing the cause of the Palestinian people." He went so far as to characterize the intifada as "an ongoing process of calculated terror and escalation."
