yup. you could also see it in terms of time: the more vulnerable we are at home, the more important it is to deal with the external threat quickly, even if that calls for policies that are costly, have adverse side-effects, etc. Proper homeland security measures could be seen as a way of buying us time to do the external job properly and deliberately rather than in a botched rush. Bottom line, though, the internal and external stuff is complementary; in a globalized world it's two sides of the same coin...
