Even if the added security costs are minimal, they will be measurable. My sense is that a lot of international trade is based on rather thin profit margins. When you add in additional security costs, it may not make quite as much sense to open up that plant in Pakistan or the Philippines. Mexico may seem like a safer bet, because there are not as many Muslim extremists there who want to load bad stuff into containers.
