Your post is so full of non-sequiturs and strange assumptions, it's hard to know where to start. My point is, we are the only ones who have the kind of technology to keep tabs on Cheney, so why did he have to be in hiding? Maybe hiding from the bad guys, who don't have this technology? Also, assuming ANYBODY has this technology, which no one has ever heard of. Further, how can they have it both ways,hidden and then vulnerable? What about other hunters in the area. Will the area have to be secured. If so won't others in the area know? Isn't that a security breach? If one of the goals of the terrorism is to cause unreasoning fear, then they have certainly succeeded in your case.
