The drop in ASP's for low end voice phones in emerging markets can drive the economics for these struggling network operators in Mexico, Argentenia, Brazil, India, etc...

The technological divide in wireless is creating a world of have's and have more's - not just have's and have not's. Qualcomm is doing great with their investments. They have 2 1/2 billion in cash earning alomost no interest with the fall in rates. They would be stupid not to assume financial leadership in the companies that are trying to deploy their technology in the emergin markets.
