There were no changes,it seems, all were only illusion based on derivatives.

The question might be how did italy meet EU monatary requirements?
Answer: book keeping that would make proforma dot com accounts keeping look conservative.
The EU was only tooo happy to accept the results in the name of future european unity.
Appearence is everything.
Ask a german how he thinks Italy effects his finances.
