If the tribal leaders don't like it and they don't have the votes, then shoot them. When put to the test, they will find their tribe prefers the better way of life.

Trying to impose a government in Afghanistan, or anywhere, that doesn't match the realities of the politics outside UN meetings is bound to fail.

In an interview with some French journalists less than a week before his assassination, Massoud said he had been studying the Swiss government for ideas (three languages, etc...) In addition to his hands on experience with all the different tribes in the country, he really had a long term vision and it's tragic that the country lost him.

But it could have been much worse - the suicide bombers really wanted to take out all the northern alliance leaders by getting admitted to a joint meeting (!), but casual as the security was, they never allowed them to get close to any meeting like that.
