Oh no. Hoover tried his best to keep the Kennedys somewhat honest. He can be justly criticized for failing at that - though he did stop many of their illegal schemes. Remember, Bobby was considered so bad as AG that Congress passed an anti-nepotism law in his wake to prevent him from ever happening again.
