it takes little manpower to write a $ 100 billion insurance claims check or a $ 40 billion tax refund check. it's likely distorted in that the insurance claims seem to have already been counted in the GDP report, yet the lay offs were delayed into October. Much business was shutted till the following Monday, and two-weeks layoff notice would likely not take effect till October.
