I humbly suggest.

1. The American Battlefields Commission be convened to for the purpose of considering the World Trade Center to be designated as an American Battlefield.
2. If so designated a proposal shall be issued world wide for a design of a monument to be erected at the site of the World Trade center honoring those who died.
3. These proposals shall be received and evaluated by the Battlefield Commission and the 5 most suitable designs shall be presented to the public on September 11, 2002.
4. I propose models of the selected designs be toured throughout the United States and those countries, if possible, whose citizens were murdered on that Day of Infamy.
5. By acceptable means, a world wide vote will be taken to chose the monument design that most represents the loss of those innocent lives and the dedication to freedom world wide.
6. When the final selection has been made a contract will be let to conceive miniatures replicas of this monument for sale to the public worldwide and the resulting funds used for its construction and maintenance.
7. This monument is to be approved and construction begun no later than September 11, 2003
8. Any changes or additions to these proposals are humbly requested.
9. If this proposal meets with your approval please contact your congressman and the ABMC.
