I'm going to have to stick up for Tench here. The P4 seems to, from my perspective, achieve overall higher performance on a given process compared to the PIII. The fact that it uses higher frequency instead of higher ipc to achieve this is irrelevant.

Additionally, Paul DeMone's point about the P4 possibly ramping better on higher processes due to the wire delay stages is very astute and possibly applicable to reality.
