Whether one stage or the whole decoder, it wouldn't make a lot of difference unless that one stage is on the final stage. One reason for focusing on the decoder as the slow part is that because of it being decoupled by the trace cache, it can be slower with out impacting the rest of the pipeline. It is also pretty complex, having to deal with all of the x86 messiness...
