I think there should be regulations to protect consumers by having all PC's tested with a set of benchmarks and those marks should be published on site for each PC.

Different benchmarks would be needed depending on what you want to do with the computer. Do you need bandwith, or strong interger performance, or a great FP unit or SSE? Do you have code loops or datasets that fit into small chaches (or the P4s trace cahce) or does it take up more space? (A very few programs or at least a few benchmarks would run better on the old Athlon's larger off chip L2 then the T-birds much faster but smaller on chip L2) Is the program coded so it has very few branches that can be mispredicted (that would help the P4 I think).
And all of that is just for CPU bound applications, many depend more on amount or speed of RAM, or the speed of the video card or hard drive.

Even if you could pick a few very useful benchmarks that where relativily uncontroversial I'd hate to see a bunch of federal government regulation in this area.
