There is one company trying to make that claim. Usually though, that is referred to as pseudo-Static and not static. It's sort of like StrataFlash, a clever way to pack a lot of bits in, but it has a lot of undesirable side-effects as far as performance...

I know.

Intel used to have one of these - a DRAM with "embedded self-refresh" !

It still ran at DRAM speeds - when it wasn't too busy refreshing itself !
