Fuel Cell today lists $500,000 as the value of the contract:

DCH Fuel Cells to Power Air Force Housing at San Antonio, Texas
08 November 2001

Provider: PR Newswire

SAN ANTONIO, Nov 8, 2001 /PRNewswire via COMTEX/ -- Southwest Research Institute(TM) (SwRI(TM)) will demonstrate three 3-kilowatt (kW) proton exchange membrane (PEM) fuel cells at Brooks Air Force Base under a $500,000 contract from the U.S. Army Corps of Engineers Construction Engineering Research Laboratory. Each of the three natural gas-powered fuel cells provided by DCH Technology, Inc. will power a base housing unit at Brooks. Other partners in the one-year demonstration are San Antonio City Public Service (CPS) and St. Philip's College.

PEM fuel cells, in concert with a natural gas reformer, convert natural gas into electricity more efficiently than an internal-combustion engine and generator and can do so in an almost silent manner. Like a home generator, however, fuel cells can supply electric power that is independent of a large transmission and distribution network.

The project's primary objective is to install, operate, maintain, monitor, and report data on the fuel cells to the U.S. Army Corps of Engineers. Secondary objectives include:

-- Familiarizing area Air Force personnel with fuel cell technology;

-- Establishing a fuel cell/distributed power experience base among CPS

personnel;

-- Providing the basis for a fuel cell education program for St.

Philips College;

-- Providing product feedback to DCH Technology on their fuel cell's

performance in the San Antonio climate; and

-- Demonstrating fuel cell technology to the San Antonio population

through articles, TV spots, and the Internet.

The fuel cells, scheduled for delivery in October 2002, will be grid- connected so that the base's normal electric grid can provide additional power to the housing units if the electricity load exceeds the capacity of the fuel cell, or if the fuel cell goes off-line.

SwRI will provide project management and coordination among partners, facilitate training, and design and implement a web-based link to the units. The Institute also will monitor and record data on the fuel cells for the Corps of Engineers.

CPS will handle installation, interconnection, and code compliance. The utility also will gain experience in installing and operating fuel cells and use that experience to determine how fuel cells and distributed generation could benefit customers.

St. Philip's College plans to train students and/or faculty in fuel cell maintenance, operation, and data collection. The community college views the project as an opportunity to give students and faculty hands-on experience in fuel cell technology. In addition, the project will serve as a template for infusing advanced energy technologies into the curriculum as part of St. Philip's Energy Solutions Park Initiative.

Brooks AFB personnel will be involved in final site selection and utility considerations while also serving as liaison between project personnel and base housing personnel.

SwRI is an independent, nonprofit, applied research and development organization based in San Antonio, Texas, with more than 2,700 employees and an annual research volume of more than $315 million.

DCH Fuel Cell Selected to Power Building at Ft. Jackson Army Base

VALENCIA, Calif., Nov. 14 /PRNewswire/ -- DCH Technology, Inc. (Amex: DCH - news), a manufacturer of hydrogen fuel cells and hydrogen-specific sensors and provider of hydrogen safety services, announced that LOGANEnergy, a leading fuel cell services firm, has been awarded a contract by the United States Army Corps of Engineers Construction Engineering Research Laboratory (CERL) to provide a 3 kW DCH Enable(TM) fuel cell for installation at the Ft. Jackson (South Carolina) Army post.

CERL is at the forefront of validating fuel cell technology for the U.S. military. LOGANEnergy researched and proposed the DCH Enable(TM) system to CERL. The fuel cell will use a natural gas reformer to power a facility at the base, and will also be connected to the grid. UOP LLC will supply the reformer.

``This program is focused on near-term military applications of what we believe are promising fuel cell technologies,'' said CERL spokesperson Franklin H. Holcomb.

``PEM fuel cells are an attractive technology for residence, office, and remote facility applications where high-quality, uninterrupted electric power -- an emerging priority in the 21st century energy economy -- is a must,'' said Sam Logan, founder and CEO of LOGANEnergy. ``This is an excellent opportunity for LOGAN and CERL to validate these characteristics over time in actual everyday living and working conditions.''

LOGANEnergy, a privately held company, specializes in advising, developing, and providing fuel cell energy solutions for the federal, commercial, and residential markets. Incorporated in 1982, LOGANEnergy has in recent years received more than $2,000,000 in funding from the Climate Change Fuel Cell Program and the CERL Residential Fuel Cell Program.

UOP LLC, headquartered in Des Plaines, Illinois, USA, is a leading international supplier and licensor of process technology, catalysts, adsorbents, process plants, and technical services to the petroleum refining, petrochemical, and gas processing industries.

Apparently, accordingto the 10Q,

DCH sold a fuel cell unit to Consolidated Edison, NYC's main utility, but it was never announced.

Seems to me that should have been headlined and shouted from the rooftops!
