Here is the George Will column that the quote is taken from. Will used the phrase the Sunday prior on his talk show. That would have been Sept 16. The Netlore archive says Newsweeks Howard Fineman reported that Bush said it in their Sept 24 issue. I would guess Bush read or heard Will's quote and liked it... Fineman should have read it also....
