I have seen the 12th bandied about as the turn using time projections. Still, 12th or 15th is the same area.

Chip....regarding your time counts..

Do they take in account, in any way, stochastics/overbought conditions....or do they override them?

Look at most of the tech/SMH charts, I just don't see how we can't get another week of serious up without almost unprecedented overbought conditions (charts may have to add a level on top....kindof like that old joke in Spinal Tap, "but these go to 11")..
