The French made repayment of reparations after the Franco-Prussian war a matter of national honor, and took up a nation-wide collection.

One reason the Germans were such sore losers after WWI was the fact that Wilson was unable, or unwilling, to make good on the Fourteen Points that he had promised would be the basis of the peace treaty. The Versailles treaty was not consistent with Wilson's Fourteen points, and the Germans thought they were shafted.

I don't know if it "complicates" the issues to look at history. I take the position that past history should not be used as justification for present and future transgressions, but not everyone agrees with me.
