Per QCOM's Steve Altman at Fall Investor Meetingn,

"Licenses orovide that kicensees will pay royalties so long as one claim of one patent applies."

Currently QCOM has 1,900 patents each having an average of 30 claims for a total of 57,000 claims. Thus if any one of these 57,000 claims applies to a licensees operations, that licensee must pay royalties.
