Your logic is erroneous. The rating system being used by AMD is normalized to the clock frequency of a Thunderbird with no integrated memory controller and only 256KB L2 cache. Therefore, a Hammer 4000+ is equivalent to a 4GHz Thunderbird with no integrated memory controller and only 256KB L2 cache. And this would not be 4x as fast as a 1GHz Thunderbird.
