If you want to refute my assertion, I'd hope you'd have better proof than quoting pricewatch.

You should know that grey market activity and channel discounts can largely affect what memory sells for. PC2100 is the highest volume product, but PC1600 does bin about 30-40% of the total DDR memory produced. This is market research, not a number I made up.

That's surprising because even if have a MB only capable of communicating to memory at PC1600 rates you could still put a stick of PC2100 in with no problem. If PC2100 is cheaper then PC1600 I would think demand for PC1600 would be close to 0.
