I'm actually undecided on this. I think that Intel needs to push a consistent message, but I'm not sure if it should be megahertz (easier to understand and able to refute model numbers) or pure performance (a better long term strategy, but difficult to make practical or easy to understand).

I think it's a good assumption that Intel will increase IPC in the Netburst core, so I don't think you need to be concerned with megahertz looking more empty as time goes on. The only question is whether the IPC gains will be balanced with the frequency gains, and whether they will be enough to compete with Hammer.
