I think if Intel improves IPC sufficiently, model numbers would have to be readjusted or collapse.

I think it will work differently. The current model numbers will stay what they are, and these parts will over time get phased out. AMD will assign new model numbers to the new parts. No need to readjust old parts, since they have been phased out. The new parts will be set not readjusted.
